Maybe my coffee isn't working but I'm unable to see what you mean by racism .

Well, it's a bit of a stretch, but I suppose the cotton balls could be seen as an oblique reference to slavery and the plantations.
“The smart way to keep people passive and obedient is to strictly limit the spectrum of acceptable opinion, but allow very lively debate within that spectrum – even encourage the more critical and dissident views. That gives people the sense that there’s free thinking going on, while all the time the presuppositions of the system are being reinforced by the limits put on the range of the debate.” - Noam Chomsky

By the same kind of people that want to ban Shakespeare because " Henry V" mentions ' a black matter for the King', using the word 'black' in a negative way ( I made up that example but I'll bet you see what I mean).
As a friend of mine used to say, you will find what you're looking for.

In the photo I find cotton balls being the only thing sold under a sign that reads that the corporate retailer celebrates black history month.

If it's the only one of these signs in the store there's a problem.

Granted it's a problem that makes me cringe and laugh.

And if panty hose were in that space somebody'd claim that was a veiled reference to using them to rob liquor stores.
